As a City employee for over 15 years, I am not docile, angry nor discontent. The City of St. Louis is a great place to live and work. If an employee is unhappy with the current residency requirement then they are free to find other employment and live anywhere they choose.

[...] On Friday, March 12, 2010, the Committee will review another of Young’s proposed CIDs: Board Bill 342 will grant the developers of the Railway Exchange Building the power to impose a sales tax whose proceeds will likely allow them to come a bit closer to repaying their ambitious TIF. As this Bill does not include its relevant attachments, I can only assume that the CID will exist solely to back the Railway Exchange’s TIF, which the Board of Aldermen appears poised to approve in the form of Board Bills 338, 343, 341, and 344. The entire “redevelopment project” appears to have only one aim–reducing the size of the Downtown Macy’s while its “developer” rakes in as many Fe....
Board Bill 80 – Residency Requirement – it’s all great and wonderful except for the part that:

must reside no more than ten (10) miles from the City limits and must reside in the State of Missouri. Officers and employees failing or ceasing so to reside per the requirements of this Section, shall forfeit their office or employment.”

Board Bill 80 - Residency Requirement - it's all great and wonderful except for the part that:

"and all employees and officers must maintain residence within the City of St. Louis for a duration of not less than seven (7) years. After such time, all officers and employees must reside no more than ten (10) miles from the City limits and must reside in the State of Missouri. Officers and employees failing or ceasing so to reside per the requirements of this Section, shall forfeit their office or employment."

The city is losing out on many well talented, professional people who would consider working in the City; however the drawback is having to live in the City. When you encage a docile animal for lengthily period of time, eventually it will become angry and discontent with its surrounding and less likely to do what it's told.
